This flow chart, which was created by USCCB/MRS Children’s Services, is useful for service providers working with refugee and asylee children, Cuban/Haitian entrants, and trafficking victims. In addition, the flow chart is for service providers working with refugee families experiencing “breakdown” with children that need to be reclassified as unaccompanied in order to access Unaccompanied Refugee Minor (URM) foster care. The flow chart outlines the processes that each category of minors go through in order to enter URM care.
