This report from the NYC Department of Education combines the knowledge of 100 educators (principals, teachers, guidance counselors, parent coordinators, and network team members) from a wide variety of schools across all five boroughs. The purpose was to represent all ELL program models with both large and small student populations to learn best practices and provide information on how to improve ELL programming.
