This report explains the Special Immigrant Visa (SIV) programs available to Iraqis and Afghans, the distinctions between the one permanent and two temporary programs (in terms of eligibility, statutory time frames, and numerical limitations), the application process, a comparison of SIV benefits to those of other selected admissions categories, and selected challenges.
