This paper presents a detailed description of the “The Resourcing Adolescents Independent Living Scheme (R.A.I.L.S.) is part of a positive approach to assist some of the most disadvantaged young people in the Australian community. The R.A.I.L.S. Program provides support to young people with complex needs with an overall goal of assisting them in obtaining and maintaining housing. The paper discusses aims, services provided, partnerships, and a detailed explanation of critical success factors, including continuum of support, brokerage funds, intensive support and low case load, entry to other accommodation and housing services, living skills, social skills, employment, education and training skills, linkages and networking, private rental, family restoration and reconcilliation, outreach support model, volutary client participation, case management model, and trained and experienced staff.
