In November 2005, Outreach to New Americans received information about crime incidents involving Hmong refugees in an Arkansas high school. ONA gathered information about the conflicts and crime issues and began researching how refugee resettlement and mutual assitance agencies could inform and collaborate on crime prevention technical assistance outreach.
