Portrait of a Population: How English-Language Learners are Putting Schools to the Test

This report is a comprehensive, data-driven portrait of ELL students in the U.S. The report includes demographics of ELL youth, examinations of states’ policies and procedures towards identifying and educating ELL students, a description of the tests states use to measure the progress made by an ELL student, and funding available to specific state ELL programs.
