Translates theoretical concepts and standards for Cultural Linguistic Competence (CLC) within mental health practice into operational implementation strategies with specific examples and resources. In 1989, the document Towards a Culturally Competent System of Care, outlined the standards of the discipline but additional resources were not forthcoming. The Technical Assistance Partnership for Child and Family Mental Health (TA Partnership) developed this Implementation Guide to update the existing standards for CLC. The Guide presents six domains: governance and organizational infrastructure, services and supports, planning and continuous quality improvement, collaboration, communication, and workforce. These domains work to establish CLC transformation at the policy, administrative, practice, and consumer levels of practice. Focus Areas outline practice standards for each relevant topic within the domain. Examples of “best practices” are listed, as well as references and Internet links toresources and tools, and indicators/measures for competent performance.
