This forum report released by the Institute for Higher Education Policy (IHEP), identifies systemic barriers preventing legal immigrants from enrolling in and/or completing college, such as financial need, inadequate academic preparation, lack of college knowledge, work and family responsibilities, and limited English proficiency.
