This report discusses the ability of field offices to effectively implement the UNHCR’s Guidelines on the Formal Determination of the Best Interests of the Child as well as the extent to which current systems and resources already address child protection and best interest considerations. The report lays out six main findings, which resulted from visits to Rwanda and Thailand.
