“This report signals an Amber Alert for American girls, (under 18 years of age) who, in large numbers, are being prostituted in their own back yards and back alleys yet are uncounted, unseen and denied the resources becoming available to girls brought illegally into this country from abroad. Its main purpose is to increase public awareness about the true nature of girls in prostitution, to understand that they are victims, and to press for reform on their behalf, especially in the areas of prevention and services that will assist them to exit ‘the life’ as it is called. The report is primarily a qualitative investigation based on interviews with girls themselves, children’s advocates, service providers, law enforcement officials and others, in primarily four cities: New York, Atlanta, Minneapolis, and San Francisco.
