Describes the asylum claim process for children asylum seekers and makes recommendations for reform. United States asylum law requires children to meet the same requirements as adults in the asylum process and fails to recognize the unique status of children under the law. The Immigration and Naturalization Service (INS) is reviewing adoption of guidelines for children’s asylum claims which may improve the adjudication process and the care and protection of minor asylum seekers. The two most significant provisions of the proposed guidelines on the adjudication process are: the appointment of a designated representative/adviser and the training of asylum officers, attorneys, and personnel.
