Provides the stipulated settlement agreement arising out of a class action filed to challenge the constitutionality of policies, practices, and regulations regarding the detention and release of unaccompanied minors taken into the custody of the Immigration and Naturalization (INS) in the Western Region of the United States. The parties reached a settlement agreement requiring standards for treatment of minors in INS custody. Theses standards include: procedures and temporary placement following arrest, general policy favoring release, INS custody procedures, monitoring and reporting, facility visits and attorney-client visits. Minimum standards for licensed programs are created as well as instructions to service offices regarding the processing and treatment of minors. Emergency placement contingency plans are to be created.
