Provides seven strategies to improve linguistically and culturally tailored services to immigrant and Limited English Proficient (LEP) individuals: (1) research and assess community needs in order to identify target linguistic or cultural population; (2) provide oral translation services for public services; (3) translate materials such as application forms and notices in specific languages once a group attains population significance; (4) conduct public education campaigns in multiple languages and use the ethnic media for distribution; (5) partner with community-based organizations to enable assistance with addiction, food distribution, and transportation;(6) increase employability of LEP clients through English language training; and (7) develop assessments and services which promote early awareness of learning disabilities or other barriers. Further research and resource information is provided for effective state and local initiatives in California, New York City, Minnesota, and the District of Columbia.
