Provides a guide that catalogs and describes 63 federal funding programs to help state, county, and private entities maximize federal revenue allocated for foster care and the transition to independent living. The catalog was compiled in three steps: (1) an electronic search of the Catalog of Federal Domestic Assistance (CFDA) was conducted; (2) follow-on research at specific websites ensured current information; and (3) federal agency representatives were contacted to verify correct data. Programs include: discretionary/project grants, formula/block grants, entitlements, direct payments, loan or loan guarantees, and contracts. To further assist researchers, functional and expenditure categories are provided: financial opportunities; literacy, education, and training; employment; youth development; coordination and collaboration; and administrative duties. For each functional category, a table entry as well as a short narrative and list of key programs in that area is given. For example, programs to promote independent living can be funded through the Chafee Foster Care Independence Program (CFCIP) and the Chafee Education and Training Vouchers (ETV) program.
