Reports on progress in reestablishing and expanding the refugee admission levels for the U.S., in Fiscal Years (FY) 2004-2005, after being sharply curtailed following the events of September 11, 2001. The Refugee Council USA recommends specific systematic enhancements for the U.S. admissions program to include: (1) supplementing United Nations High Commissioner for Refugees (UNHCR) referral capacity, (2) expanding use of the P-2 designation, (3) using rapid response teams, (4) emphasizing family reunification, (5) reforming JVA/OPE functions, (6) developing a pipeline system to manage admissions, (7) making non-governmental agency (NGO) referrals, and (8) creating special procedures for unaccompanied minors. Admission recommendations for FY 2005 are outlined for each of the following groups and/or regions which are particularly vulnerable: Africa (West Africa, Great Lakes/Central Africa, Horn of Africa, East Africa, and Southern Africa), East Asia and the Pacific, Eastern Europe and the former Soviet Union, Latin America and the Caribbean, and the Near East/South Asia.
