These organizations compile information about: (1) the initial phases of developing a child care strategy, including community needs assessment and the planning process; (2) the benefits and challenges of an informal care support system; (3) project organization, including use of focus groups to shape future services and supports for parents such as existing and emergency subsidies and peer networks; (4) development of a regulated provider network and assistance available through child care resource and referral agencies; (5) other aspects of business development, including contracts, policies, and procedures, record keeping, financial planning, and staffing; (6) facilities design, provider selection, and legal liabilities; and (7) ways to empower parents and providers to become advocates for child care issues. By supporting dependable, quality child care, community-based organizations help parents promote healthy child development and create a type of steady employment for community members.
