Updating an earlier set developed by the United Nations High Commissioner for Refugees (UNHCR), these guidelines can be used by both UNHCR staff and advocates working on behalf of refugee children. Chapters cover: (1) international treaties such as the 1989 Convention on the Rights of the Child (CRC), which establishes comprehensive standards for virtually every aspect of a child’s life; (2) ways to restore cultural normalcy; (3) ways to protect the psychological well-being of refugee children; (4) steps necessary to ensure the availability of clean water, adequate sanitation and shelter, healthy and hygienic nutrition, and access to essential health services; (5) the prevention and treatment of disabilities, including rehabilitation of victims of landmines; (6) techniques for securing the personal liberty and security of children, including protecting them from abuse, exploitation, military recruitment, detention, or forced evacuation; (7) determination of legal status; (8) educational goals for refugee children; (9) unaccompanied minors; (10) durable solutions for refugees, including voluntary repatriation, settlement in country of first asylum, or resettlement in a third country; and (11) programmatic considerations for organizations working with refugees.
