Provides guidance to policy makers and service providers in meeting the complicated web of needs of refugee children and families from Eritrea, Ethiopia, and Somalia. Based on training programs in child care and development conducted for refugee women by the London-based Daycare Trust, these guidelines identify best practices for daycare, nursery education, health services, schooling, and out-of-school care. Findings from the First Base sessions revealed that: refugee families from Eritrea, Ethiopia, and Somalia were more likely than other refugee households to be headed by a mother and that many unaccompanied refugee children came from these Horn-of-Africa countries; parents wanted additional English language support for their children and they also wanted service providers to understand refugees’ different experiences and lifestyles; and refugee women wanted access to education and other opportunities that lead to employment and needed assistance with child care and travel expenses. The guidelines provide basic demographic information about this refugee population, an assessment of needs and related issues, a description of the training program and model services, and the rationale for a national policy framework to facilitate resettlement of refugee children and families.
