Provides in-depth analysis and photographs of all aspects of the human rights crisis regarding the Bhutanese refugees living in Nepali camps since the early 1990s. The Norwegian Refugee Council (NRC), dedicated to addressing chronic refugee and human rights abuse situations, chose to focus on the plight of the Bhutanese refugees in this inaugural edition of their reporting newsletter. The newsletter provides detailed information on: the population and geography of Bhutan; the historical, political, and religious forces that created the refugee crisis; daily life in the refugee camps; the role of the United Nations in this situation; the burgeoning democratic movement within Bhutan that exclude the refugees; and potential resolutions. The NRC reiterates recommendations to: the government of Bhutan to eliminate discrimination and allow the refugees to repatriate; to the government of Nepal to increase camp security, allow naturalization, and expedite exit visas for resettlers; to the United Nations High Commissioner for Refugees and the international community to maintain humanitarian aid, utilize diplomacy to urge Bhutan to cease discriminatory citizenship policies and repatriate those refugees who wish to return.
