The Minnesota Department of Human Services has developed the Guidelines for Culturally Competent Organizations to help health and human services organizations and personnel to improve their abilities to appropriately serve Minnesota’s culturally diverse populations. These Guidelines declare the Departments policy and serve as its textbook on how to develop increased cultural competence. These Guidelines envision an incremental approach toward cultural competence, based on sustained, achievable actions with realistic time lines. Counties, health plans, providers, and community agencies that directly or indirectly receive contracts or grants from DHS, or which are licensed by DHS, are expected to implement these Guidelines according to a plan they develop for themselves.
