This report provides an overview of the major components that school systems need to understand in order to design ELL programs and recruit teachers of ELLs. With shifting demographics shaping the education landscape, states with no previous ELL populations are facing new educational challenges. States and districts must now design instructional programs for students to learn English as well as recruit the right teachers for their new student populations.
